State administrative services form the backbone of good governance, says B D Kalla at All India meet

administrative officers are at the middle of the governance pyramid maintaining a delicate balance between top administration and the lower machinery working at the ground. They work as the change agents and are effective medium for mobilising development work on the ground. Rajasthan education minister B D Kalla said that the role of state administrative service is very important in the development of state.

“The State Administrative Service is the backbone of the administration and base of good governance. It is an important link for realising the dreams of CM Ashok Gehlot in making Rajasthan a Model State' and for the planned development,” said Kalla while addressing the 16th convention of All Federation State Civil/Administrative Service Officers where administrative officers from state services had come from all over the country to discuss the administrative reforms.

Kalla congratulated , of RAS Association for organising the convention. Industries Minister Shakuntala Rawat said that RAS officers play an important role in implementing welfare schemes to the last mile.

Souvenir launch

A well documented souvenir was released on the occasion. The souvenir, which covered detail about the organisational structure of the Federation, glimpses of past conventions and articles of scholars, was prepared by Rajasthan Administrative Service Council. R C Jain, retired and former vice president of the federation told TheBuckstopper.com that such conventions are platforms where officers can exchange their views on developmental issues.

“Challenges before officers are common in all the states. But the approach towards that differ from officer to officer. It's an excellent platform where officers can share their success stories and exchange ideas towards good governance. This is the platform which can bring unity among state service officers which can go a long way in accelerating development in the country,” saidJain, who had been twice the president of RAS Association.

Jain told TheBuckstopper.com that the state administrative services give a unique opportunity to serve the humankind. “In administration, officers have a direct dealing with beneficiaries. They can bring positive changes in the lives of poor people. In my stint, I have had great opportunities to serve people directly and give my contribution to the society. I am sure, administrative service gives one a great extent of job satisfaction among other take always,” he said.

Besides Jain, Rajasthan Housing Board Commisioner Pawan Arora, president of All India federation state civil/ administrative services Dr Jiban Chakraborty, general secretary Shivdukar Singh and office bearers of RAS Association were also present.

Uniformity a must among all state services

The structure of state services across the country are almost same but rules differ in different states. Assembly Speaker Dr CP Joshi said that uniformity in the administrative services of all the states in the country is necessary for quality governance. He said that the administrative officers of all the states have the same responsibilities, so it is necessary that the rules for them should be uniform in the whole country. He called for quality governance to change the traditional methods of governance.
