Reluctant homecomer IAS Punam may not find favours from Congress government in posting

After staying for 6 years in her home state , Rajasthan cadre 2005 batch Punam had to come back to her cadre. Punam, who was posted as in Saran district on an interstate deputation, was reluctant to come back to her original cadre. But inflexible service rules of all India services forced her to make up her mind for serving her remaining period in Rajasthan. Punam is currently being put on Awaiting Posting Order (APO)

According to officials in department of personnel, Punam, who had served as in four districts – Bundi, Dungarpur, Sawai Madhopur and Bikaner – may not find favours from top bureaucracy and state government for any significant posting.

“It will take tmw some time to build up trust within the system. Since people know that she was reluctant in coming back, government may not give her prime responsibility, the official said.

Punam had gone to Bihar on inter-state deputation in October 2016. Originally, her deputation was for merely three years, but later she managed to get the tenure increased by two more years.

What rule says:

According to the rules, the maximum period for deputation is five years, despite this, Punam did not return to her home cadre. She sought refuge in CAT and brought stays nearly half a dozen times. Thereafter, she get her cadre changed to Bihar and ran from pillar to post for this im- possible task. But the state and central government declined her pleas. When no way was left, Punam had to return to Rajasthan.

It is said that owing to the ‘disgruntlement of a senior and ‘influential' bureaucrat, she was apprehensive about returning to Rajasthan.
