RAS Mohan Dan Ratnoo promoted after reopening sealed cover

RAS Mohan Dan Ratnoo, whose recommendation was seal covered, has been promoted in the selection grade scale after case pending against him was quashed

Mohan Dan Ratnoo, an officer of 2010 batch has been given promotion in selection grade of Rajasthan Administrative Service (RAS) in vacancy of 2018-19 on basis of seniority-cum-merit. His name has been placed above Rakesh Kumar and below Pratishtha Pilania. His promotion shall be effective since April 2018. Ratnoo will continue to in his existing post of deputy commissioner Jaipur -III, commercial taxes.

The delay in promotion of Ratnoo was because his recommendation was sealed covered due to pending court case against him. The sealed cover was reopened after he was acquitted in the case.

What was the case?

Ratnoo was under suspension from August 27, 2015 to April 26, 2016. He was accused in a car accident case in which a youth Yogesh Singh had died. It was alleged that Mohan Dan Ratnoo was driving Duster car which hit the motorbike of that boy. After the case was registered, Ratnoo was put under suspension.

The department later completed the pending enquiry and the case was also quashed by the court after the two parties arrived at comprise. 

“Since there is no case pending against Mohan Dan Ratnoo, the department promotion decided to reopen the sealed cover and give him his due promotion,” said an official. 

Ratnoo has a rare distinction of getting a grand farewell when he was transferred from the post of CEO, Zila Parishad Barmer. People put up hoardings in the city praising his tenure as the CEO. Right from sarpanch to other leaders, everyone gave rousing farewell to Ratnoo. That was perhaps for the first time, an RAS officer got such a respect and recognition from public. 

A native of Jaisalmer, Ratnoo is considered a hard working officer with humble background. During his three-year tenure as CEO, Zila Parishad, Barmer attained second position in the country for performance in MNREGA.
