On the first day of the new year, at least 6 senior IAS officers will change their name plates hanging outside their offices.
Time bound promotions will play well for 1995 batch officers completing 29 years of service, 2000 batch officers, who enters into 25th year and 2009 batch officers entering 16th year of service.
There are five officers in 1995 batch – Praveen Gupta, Bhaskar Sawant, Rajeev Singh Thakur, Ashwini Bhagat and Kunji Lal Meena. However, according to sources, only two officers – Praveen Gupta and Bhaskar Sawant are likely to be promoted as there are two vacancies in the apex level.
“We have not got any directions yet over the number of promotions to be done at apex scale. The factual position is – there are 7 posts approved for ACS level in Rajasthan. State government can promote 7 more officers on ex cadre posts making the tally to 14. Now there are already 12 ACS level officers in the state leaving vacancy for just top two officers,” said a senior official of department of personnel, which is responsible for transfer, posting and promotions.
One of the 1995-batch officers also told The BuckStopper that he (the officer) has been communicated that his promotion is not possible this year.
Manju Rajpal and Debasish Prusty to become Principal Secretary
Manju Rajpal and Debasish Prusty, who are from 2000 batch are slated to become principal secretaries. Rajpal is currently serving as secretary and registrar of cooperative department while Prusty is handling the portfolio of secretary in finance (budget) department.
Kumar Pal Gautam, Vishram Meena to become secretaries
Kumar Pal Gautam, who is serving as director local bodies, will become secretary on January 1, 2025. A 2009 batch officer, Gautam has had an impressive tenure as director local bodies handling various controversial issues deftly including removal of Jaipur Heritage Mayor Munesh Gurjar.
Vishram Meena, promoted from RAS, is currently serving as director in watershed and soil conservation department.
Apart from that, various officers from 2012, 2016 and 2021 batch will be upgraded to upper band.
According to sources, officers of 2012 batch – Rukmani Riar, Om Prakash Kasera, Sidharth Sihag, Himanshu Gupta, Namit Mehta, Avichal Chaturvedi and Tikam Chand Bohra – will be upgraded from junior administrative grade to selection scale.
Similarly, officers of 2016 batch – Tina Dabi, Jasmeet Singh Sandhu, Amit Yadav, Pratap Singh, Manju, Ravindra Goswami, Rohitashva Singh Tomar and Artika Shukla – will be promoted from senior time scale to junior administrative grade.
One officer of the batch Athar Aamir Ul Shafi Khan is on inter cadre deputation to Jammu and Kashmir cadre where he is serving as district magistrate and district development commissioner of Kulgam district.
Officers of 2021 batch – Gaurav Budania, Ria Dabi, Ravi Kumar, Avhad Nivrutti Somnath, Juikar Pratik Chandrashekhar and Salunkhe Gaurav Ravindra will be promoted from junior scale to senior time scale.
