The Rajasthan government has extended the last date sending recommendation for promotion of officers in state services other than administrative service to IAS.
In a letter to all additional chief secretaries, principal secretaries and secretaries, department of personnel has sought recommendations and nomination for filling IAS posts through promotion of non RAS officers till April 15, 2025. Earlier the cut off date was March 15, 2025.
According to sources, there was 4 posts of IAS to be filled under this quota.
As per the IAS Promotion Rules, 1954. the state government can appoint specialist officers from other services to the post of IAS while taking opinions from the Central government.
In the rules, it is clear that the government can promote non-RAS officers to IAS on 15 percent of the posts of promotion.

As per the rules, the number of persons recruited by way of promotion selection in any state or group of states shall not, at any time, exceed 33.33% of the total cadre strength of the All India Service.
For non RAS services, the number of persons recruited by way of selection shall not at any time exceed 15% of the number of persons recruited against promotion quota which is 33.33% of the cadre strength.
RAS Association had moved SC against granting promotion to Non RAS
On July 7, 2023, RAS Association had filed a petition with Rajasthan High Court challenging the provisions of promoting non RAS officers to IAS on a regular basis. The association contended that promotion of non RAS can be done only when there are no eligible RAS officer available for promotion. Securing a fixed quota for non RAS was against rules.
However, High Court dismissed the petition saying that promotion of non RAS officers was well within the rules. RAS Association then moved Supreme Court, which upheld the decision of High Court clearing the deck for promotion of non RAS officers to IAS.
