President Murmu reinstates IPS suspended for allegedly misbehaving with woman

A Koan, a 2009-batch officer, who was for allegedly misbehaving with a woman tourist in last year, has been reinstated by President Droupadi Murmu. Following which the home ministry has transferred him from Goa to Andaman & Nicobar Islands.

A Koan, who is was from the AGMUT (Arunachal Pradesh, Goa, Mizoram and Union Territories) cadre, was suspended by President Murmu on August 16 last year after the Goa filed a report alleging that he had misbehaved with the tourist at a North Goa beach club.

As per the police report, Koan was allegedly inebriated at the time of the incident.

After close to year-long suspension and inquiry, the union home ministry in its order said it has been observed in the inquiry and disciplinary proceedings against Koan that there were no allegations of against him and neither any criminal proceedings nor any judicial inquiry is pending or contemplated against the charged officer as of date.

“The President, after considering the facts and current circumstances of the case, has come to the conclusion that continuation of the suspension of Koan is no longer in the public interest and, therefore, his suspension may be revoked. And now, therefore, the President, in exercise of the powers conferred under Rule 3 of the All India Services (Discipline 8b Appeal) Rules, 1969, hereby revokes his suspension with immediate effect and reinstated him in service,” the Home Ministry order said.

What was the incident of A Koan?

In its report to the MHA on the incident last year, the Goa Police said Koan was on medical leave for a spondylitis-related neck ailment.

“He visited a beach-facing nightclub in the Baga area late Monday (August 7) night. A woman was partying with her friends at the club,” an officer said. “The incident took place around 4 am. There was no complaint but there were allegations that he accosted the woman and passed objectionable remarks. The woman then slapped him.”
