Letter of an MP ruined retirement of an RAS

Nitendra Pal Singh, a 2010 batch officer, promoted from tehsildar service, was scheduled to retire in February 28, 2025. Just three days before his retirement on February 25, 2025, member of parliament of  

Manna Lal Rawat shot off a letter to chief minister Bhajan Lal Sharma demanding disciplinary action Singh over the alleged financial irregularities during his (Singh's) tenure as secretary in Urban Improvement Trust (UIT), Udaipur from October 2022 to September 2023. 

Rawat wrote that there has been a scam of Rs 1,000 crore while approving residential schemes in UIT.

“This resulted in huge revenue loss to the government. It has been mentioned in the audit reports also. Nitendra Pal Singh, who was secretary in UIT has caused the maximum damage. Singh should be given chargesheet and a strict disciplinary action should be taken against him before retirement,” the letter read. 

Showing its commitment to no tolerance against corruption, Bhajan Lal Sharma government suspended Nitendra Pal Singh on February 26, 2025 – a day after receiving the letter from MP. 

Singh, who was to retire on 28 February 2025, has been attached with department of personnel Jaipur. He will have to give his attendance there during his suspension period. All his retirement benefits have been frozen.

What is the case?

Nitendra Pal Singh, promoted from tehsildar service allegedly gave financial benefits to real estate players at the cost of loss in government revenue, which was highlighted in the audit report 2022-24. 

According to sources, Nitendra Pal Singh, is said to have violated rules in 9 cases of land allotment a lease deed. These land were located in revenue villages of Dheekli and Bhuwana. It was found that Singh had wrongfully approved scheme in 80:20 ratio instead of the standard 60:40 ratio benefiting the developer. 

“As per norms, 40% area in any scheme is left for facilities like road, dispensary, park and other facilities. Plots are developed in remaining 60% area. However, Singh approved planning in 80:20 ratio allowing development of plots on 80% area,” said a senior official. 

Who is Manna Lal Rawat?

Manna Lal Rawat is a member of parliament from Udaipur from BJP. He is a former additional commissioner in transport department. He took VRS to contest election in 2024. He defeated Tara Chand Meena in the election, who was an and had been collector of Udaipur.

Rawat is quite a popular face in Udaipur division and is considered an upright and honest politician. He also kept himself away from any during his tenure in the transport department.
