A history of sorts is likely to be created in Uttar Pradesh bureaucracy when Umakant Tripathi and Narendra Singh – who joined as Naib Tehsildar – will go on to become an IAS officer. The selection committee meeting is scheduled to be held on August 21 where 22 vacancies in IAS are to be filled with state quota.
Tripathi and Singh – both having climbed up the ladder through state civil services – have made it to the pack of Selection list 2022 which includes state civil service officers from 2004 and 2006 batch.
This is for the first time that officers from state's subordinate services are getting promotion to the highest ladder of bureaucratic system. Generally officers entering directly into state civil services as deputy collector or sub divisional magistrates (SDM) could rise to the level of IAS.
The rule for the promotion to IAS from state civil service is that the names of PCS officers whose age is not more than 56 years and have completed 8 years of service in this cadre can be sent for promotion to IAS.
“Both of these officers meet these standards. Hence their names have been included for the Departmental Promotion Committee (DPC),” said a senior officer.
In Uttar Pradesh, it takes at least 8 years from a Naib Tehsildar to become a state civil service officer in the grade of deputy collector and then again ideally at least 8 years to be eligible for promotion to IAS, which practically takes double the minimum time period required.
The job of Naib Tehsildar is to collect land revenue in rural areas with the help of inspectors.
Who are Umakant Tripathi and Narendra Singh
Umakant Tripathi was promoted to state civil services in 2006. Serving through deputy collector to city magistrate, Tripathi is currently servicing as additional district magistrate, finance and revenue in Banda district.
Narendra Singh, again a promotee officer and batchmate of Tripathi, is presently serving as additional commissioner transport and chief general manager, U.P. State Transport Corporation (UPSRTC).
Why both stand good chances of promotion
Among the 22 names sent for DPC, Tripathi and Singh stand good chances despite being promotee officers from subordinate services. As per the list, a senior officer is likely to be rejected due to his alleged involvement in recruitment scam while names of at least four officers are likely to be sealed in envelop due ongoing investigations against them. Hence out of 22 officers, only 17 are likely to make the cut clearly. Umakant Tripathi and Narendra Singh are one of them
