Tikam Chand Bohra, who is serving as managing director of state owned PSU RajFed, is allegedly engaged in dual working.
A 2012 batch IAS officer, promoted from state service, is also working as additional director general and member secretary in a private organisation – World Culture and Environment Protection Commission, which delivers honorary doctorates after charging fees.
“How can an IAS officer work as member secretary (executive post) of a private organisation, that too which is not well known. It is sheer violation of service rules,” pointed out a senior administrative service officer, who has worked with Bohra.
The BuckStopper tried to contact Bohra several times through text messages and phone calls, but he preferred not to answer calls and messages. Whenever Bohra responds, we will update the story.
The BuckStopper also contacted department of personnel and asked about the veracity of Bohra's dual appointment.
“No serving officer can hold any executive position. As far as my information is concerned, Bohra has not sought permission for holding any such position,” said a senior DoP official, who directly deals with official records of IAS, IFS, IPS and RAS officers.

According to the website of World Culture and Environment Protection Commission, the organisation headquartered at New Delhi is aimed at providing platform and honour to talented persons from every corner of the world.
It gives away awards including honorary doctorate to applicants. It has several people on board including legal and tax consultant Harendra Kumar, actor Vindu Dara Singh Tikam Chand Bohra and education counsellor Dr. Neelima among others.
