IAS Vijoy Kumar Singh gets additional charge of financial commissioner 

IAS Vijoy Kumar Singh, special chief secretary to Punjab CM has been given additional charge of financial commissioner cooperation

IAS Vijoy Kumar Singh, special chief secretary to Punjab chief minister Bhagwant Mann has been given additional charge as special chief secretary-cum-financial commissioner cooperation relieving , IAS of the additional charge and in additional Principal Resident Commissioner (NRI Affairs), Punjab Bhawan, New Delhi.

A 1990-batch Indian Administrative Service officer, Vijoy Kumar Singh was called back from central to man the position of special chief secretary to CM. The coveted position was vacant from July last year after IAS A Venu Prasad had retired as additional chief secretary to CM. 

Vijoy Kumar Singh has replaced KAP Sinha, who is 1992-batch IAS officer. He is currently serving as special chief secretary-cum-financial commissioner, revenue and rehabilitation and in addition special chief secretary, agriculture and 's welfare, soil, horticulture, legal and legislative affairs. 
Both officers are considered as efficient officers having important portfolios. While Vijoy Kumar Singh is due to retire in November 2024, Sinha is scheduled or superannuate in December 2027. Both the officers are senior to Punjab chief secretary Anurag Verma, who is 1993-batch IAS officer.
Ever since Vijoy Kumar Singh has been repatriated, there has been some changes in the administrative set up to make it more effective.

Both Vijoy Kumar Singh and KAP Sinha belong to . While Vijoy Kumar Singh had had gone on deputation to the centre in October 2017, KAP Sinha has been serving in home cadre since 2014. Sinha had served in various capacities at centre from March 2006 to September 2014. 

Vijoy Kumar Singh had served as joint secretary in department of personnel and training and then special secretary in ministry of textile followed by becoming secretary in department of Ex-Servicemen welfare. He was quite effective in that role. He had extensive interactions with serving as well as retired Armed Forces personnel during his career in Punjab.
