IAS Muktanand Agarwal appointed as CEO PMFBY, 34 more JS reshuffled

Muktanand Agarwal, a 2008 batch IAS of Rajasthan cadre has been has been appointed as (JS level), Pradhan Mantri Fasal Bima Yojna (PMFBY), Department of Agriculture & Farmers Welfare for an overall tenure of 5 years i.e. up to 06.11.2027.

Though Agarwal has been working on this post for over six months, notification of this appointment has been issued today. 

In agriculture ministry, one more 2005 batch IAS officer – Purna Chandra Kishan – is also working. He is serving as joint secretary in Marketing. 

Apart from that, the Appointments Committee of the Cabinet has enacted a major reshuffle of officers belonging to various services and cadres at Joint Secretary/Joint Secretary equivalent level posts.

  1. Prajakta L Verma (IAS: 2001: MH) has been appointed as Joint Secretary, Department of Atomic Energy for a tenure of 5 years i.e. up to 23.03.2027, vice Ajay Ramesh Sule (IDAS: 1993).
  2. Lakhpat Singh Choudhary (IRSS: 1997) has been appointed as Joint Secretary, Ministry of Coal up to his superannuation i.e. on 31.12.2029, vice Nagaraju Maddirala (IAS: 1993: TR).
  3. Saket Kumar (IAS: 2009: BH) has been appointed as Joint Secretary, Department of Commerce up to 16.08.2025 by temporarily upgrading a vacant post of Director to Joint Secretary level.
  4. Satinder Kumar Bhalla (ITS: 1992) has been appointed as Secretary, North Eastern Council Secretariat under the Ministry of Development of North Eastern Region for a tenure up to his superannuation i.e. on 31.07.2028, vice K Moses Chalai (IAS: 1990: MN) by temporarily downgrading the post from AS level to Joint Secretary level.
  5. Madhup Vyas (IAS: 2000: UT) has been appointed as Deputy Election Commissioner (DEC), for a tenure of five years vice Nitesh Kumar Vyas (IAS:1996: MP).
  6. Ajay Kumar (IP&TA&FS: 1993) has been appointed as Joint Secretary, Department of Ex-Servicemen Welfare for a tenure up to his superannuation i.e. on 31.07.2029, vice Hariprasad Pudi (IRAS: 1994).
  7. Devesh Deval (IAS: 2004: MN) has been appointed as Joint Secretary, Ministry of Food Processing Industries for a tenure of five years by upgrading a post of DS/Director in the Ministry to JS level.
  8. Raghav Langer (IAS: 2009: UD) has been appointed as Secretary, National Medical Commission (NMC) (JS level), under the Department of Health & Family Welfare for a combined tenure of 7 years up to 03.10.2025, vice Sandhya Bhullar (IAS: 2003: GJ).
  9. Jyoti Yadav (IAS: 2009: UD) has been appointed as Joint Secretary, National Health Authority (NHA) under the Department of Health & Family Welfare for a combined tenure of 7 years i.e. up to 13.06.2026.
  10. Prem Chandra Maurya (IRS IT:1995) has been appointed as Joint Secretary, Ministry of Heavy Industries up to his superannuation i.e. on 31 .01 .2028, vice Mukta Shekhar (IRAS: 1994).
  11. Armstrong Pame (IAS: 2009: MN) has been appointed as Joint Secretary, Department of Higher Education for an overall tenure of 5 years i.e. up to 17.04.2027, vice Neeta Prasad (lInfoS: 1991).
  12. Prasana R (IAS: 2004: CG) has been appointed as Joint Secretary, Ministry of Home Affairs for a tenure of five years vice Ashutosh Agnihotri (IAS: 1999: AM).
  13. Sushma Chauhan (IAS: 2009: UT) has been appointed as Joint Secretary, Ministry of Home Affairs for an overall tenure of 5 years up to 07.12.2027, vice B C Joshi (IOFS: 1992).
  14. Samir Kumar (IRTS: 1999) has been appointed as Joint Secretary, National Human Rights Commission (NHRC) under the Ministry of Home Affairs for a tenure of five years vice Anita Sinha (IRS IT:1990).
  15. M Ramachandrudu (IAS: 2009: BH) has been appointed as Director (Census Operations) (JS level), Bihar in the Office of Registrar General and Census Commissioner, India, under the Ministry of Home Affairs, for an overall tenure up to 31.12.2025 by temporarily upgrading the post held by the officer from Director level to Joint Secretary level.
  16. T Mithra (IAS: 2009: KL) has been appointed as Director (Census Operations) (JS level), Kerala in the Office of Registrar General and Census Commissioner, India, under the Ministry of Home Affairs for an overall tenure up to 31.12.2025, by temporarily upgrading the post held by the officer from Director level to Joint Secretary level.
  17. Pradeep Kumar Jha (IAS: 2006: MN) has been appointed as Joint Secretary, Ministry of Housing and Urban Affairs for a tenure of five years vice Rahul Kapoor (IRAS: 2002).
  18. Isha (IAS: 2009: PB) has been appointed as Joint Secretary, Ministry of Housing and Urban Affairs for a tenure of 5 years i.e. upto 30.07.2028, by temporarily upgrading the post from Director level to Joint Secretary level.
  19. Ashish Kumar (IOFS: 1996) has been appointed as Joint Secretary, Department of Investment & Public Asset for a tenure up to his superannuation i.e. on 31.01.2029, vice (IAS: 2005: MP).
  20. Satya Pratap Singh (IDAS: 2003) has been appointed as Joint Secretary, Department of Justice for a tenure of five years, vice Pravash Prashun Pandey (IRPS: 1992).
  21. Vatsalya Saxena (IRS IT: 1994), Chief Executive Officer (CEO) (JS level), Khadi and Village Industries Commission (KVIC) under the Ministry of Micro, Small and Medium Enterprises, has been prematurely repatriated to his parent cadre.
  22. Javvadi V Naga Subramanyam(IAS: 2009: AM) has been appointed as Joint Secretary, Ministry of New and for an overall tenure of 7 years i.e. up to 25.09.2026.
  23. Rajesh Kulhari (IRSEE: 1996) has been appointed as Joint Secretary, Ministry of New and Renewable Energy for a tenure up to his superannuation i.e. on 31.08.2029, vice Ajay Yadav (IAS: 2005: BH) by upgrading a vacant post of DS/Director level.
  24. Kamala Kant Tripathy (IES: 1999) has been appointed as Joint Secretary, Economic Advisory Council to the Prime Minister (EAC-PM), NITI Aayog, for a tenure five years vice Pawan Kumar Sain (IAS: 2005: UT).
  25. Mukta Shekhar (IRAS: 1994) has been appointed as Joint Secretary, Ministry of Panchayati Raj for a tenure up to her superannuation on 31.03.2029, vice Vikas Anand(IAS: 2002: UT).
  26. Sushil Mansing Khopde (IPS: 1995: BH) has been appointed as Add DG (JS level), Directorate General of Shipping under the Ministry Ports, Shipping & Waterways for a tenure up to his superannuation on 30.09.2029, vice Kumar Sanjay Bariar (IP&TA&FS: 1993).
  27. Venkatesapathy S (IAS: 2009: KL) has been appointed as Joint Secretary (Shipping) Ministry Ports, Shipping & Waterways for an overall tenure of 5 years i.e. up to 01.05.2028, by temporarily upgrading the post from Director level to Joint Secretary level.
  28. Aditi Singh (IAS: 2009: UP) has been appointed as Joint Secretary, Department of Rural Development for an overall tenure of 5 years i.e. up to 30.07.2028, vice Charanjit Singh (IFoS: 1990: MP).
  29. Prabhat Tyagi (IFoS: 1995: UT) has been appointed as CMD, National Scheduled Castes Finance & Development Corporation (NSFDC) under the Department of Social Justice & Empowerment for a tenure up to his superannuation i.e. on 31 10.2028, vice Rajnish Kumar Jenaw (IP&TA&FS: 1992).
  30. H Kam Suanthang, CSS, has been appointed as Joint Secretary, National Commission for Scheduled Castes (NCSC) under the Department of Social Justice & Empowerment for a tenure of five years vice Rajeev Kumar Tiwari(IFoS: 1993: JK).
  31. Padmini Singla (IAS:2002: UT) has been appointed as Joint Secretary, Ministry of Textiles for a tenure of five years vice Prajakta L Verma (IAS: 2001: MH).
  32. Anant Prakash Pandey (IFoS: 1999: HY) has been appointed as Joint Secretary, Ministry of Tribal Affairs for a tenure of five years vice Naval Jit Kapoor (IRS IT:1992).
  33. Karan Singh (IRTS: 1999) has been appointed as Joint Secretary, Department of Water Resources, RD & GR, for a tenure of 5 years i.e. up to 01.08.2027, by upgrading a post of OS/Director in the Ministry to JS level.
  34. Sanjeev Kumar Sharma (ITS: 1990) has been appointed as Member Secretary (JS level), National Commission for Protection of Child Rights (NCPCR) under the Ministry of Women & Child Development for a tenure up to his superannuation on 31.08.2028.
