Haryana's Additional Chief Secretary (home) TVSN Prasad is once again under fire. Few days back a 2011 batch IPS Rajender Meena had sought permission from chief secretary Sanjeev Kaushal to register FIR against Prasad alleging harassment, now another IPS of 2001 batch Y Puran Kumar has approached chief secretary seeking to lodge an FIR against Prasad.

Kumar, who is serving as IG Home Guards, in his complaint has written that he has been posted as IGP home guards despite it being a non cadre post.
Kumar was posted as IGP home guards on March 3, this year.
Referring to the gradation list IPS officers and the IPS 2017, (Fixation of Cadre Strength) Amendment Regulation of Haryana, Kumar wrote in his complaint that the IGP home guards is not a cadre post in the state.
“The home department has informed the Punjab and Haryana High Court in October this year that the post of IGP home guards was never created by the state government… even then he has was assigned the post despite there being vacant cadre posts in Haryana in IGP rank to allegedly “insult, humiliate and harass him in public view for over seven months now,” he wrote.
Kumar sought to register an FIR against the ACS (Home) “for his harassment”, and posting him on a post which was never created and doesn't exist”.
Non posting of scheduled caste officers for public dealing duties
In his complaint, Kumar referred to a DO letter written by Prasad to director general of police for adequate representation of IPS officers belonging to the Scheduled Castes at all levels of the public administration in Haryana having public dealing duties.
“During the tenure of Prasad as ACS (home), the representation of IPS officers belonging to the SCs in field postings in the rank of IGP/ADGP has come down from two to currently one,” Kumar alleged.
What senior officials say?
ACS (home) Prasad so far has not commented on this. However, senior officers say that in postings of IPS officers, role of ACS.
“Postings of IPS officers are being decided ath the level of chief minister. ACS has just an administrative role in it,” said a senior IPS officer.
