Rajasthan chief minister Ashok Gehlot, who is also the home minister, has decided to crackdown on rising organised crime in the state. His cabinet approved the draft of Rajasthan Organised Crime Control Bill 2023, which will be brought in the assembly soon.
According to the bill, there would be special courts to hear cases of organised crime and property earned through such acts can be attached. The bill, on the lines of Maharashtra bill, also has strict punishments provisions which can go up to capital punishment and life imprisonment in case of murder. Also, criminal conspiracy, giving shelter to gang members shall be punishable with imprisonment for a minimum term of five years which may extend to imprisonment for life. Along with this, a provision has been made for a minimum fine of Rs 5 lakh. At the same time, a provision has been made for a minimum imprisonment of three years, which can be life imprisonment, for acquiring property from organised crime. Also, there is a provision of imprisonment for a maximum of three years and fine for the public servant who has cooperated in organised crime.
The cabinet also discussed the Advocates Protection Act. It said that an in-depth study will be done in relation to the Act by a committee constituted at the Law Minister level. Along with this a presentation will be made before the cabinet with the appropriate solution.
The cabinet also gave approval to 35 proposals related to economic, social development, promotion of higher education, encouragement of state employees, promotion of industrial activities.
Bill for Fintech institute in Jodhpur
The State Cabinet approved the bill related to setting up Rajiv Gandhi Fintech Digital Institute in Jodhpur. Now, the bill will be presented in the state assembly. The institute will act as a finishing school with certificate courses and diploma courses in digital and financial technology domain. The in-house incubation centre will facilitate future entrepreneurs to design and deploy fintech products. A Fintech innovation ecosystem will also be developed to attract Fintech industries, including startups. This will increase job opportunities in the state.
Nod to allotment of 210 hectares J K Cement
The Cabinet has been decided to allot 210 hectares of land to JK Cement Limited for setting up a cement plant in village-Parewar, district-Jaisalmer. A total investment of Rs 5000 crore with an investment of Rs 2000 crore is proposed in the first phase. With the establishment of the project, 1000 people will get direct employment and 5000 people will get indirect employment.
Policies on e-waste, forest and climate change gets clearance
The Cabinet gave its approval to the Rajasthan State Forest Policy. This decision will facilitate systematic development and management of forests in the state which will encourage conservation of natural resources and generate employment opportunities. Along with this, conservation, restoration, management and participation of all concerned stakeholders will be ensured in the state. It also approved the Climate Change Policy with the objective of preventing over-exploitation of natural resources of the state and to use them in a sustainable manner. With the implementation of this policy, there will be reduction in the exploitation of natural resources.
The State Cabinet also approved the E-Waste Management Policy with the objective of reducing, reusing and recycling e-waste and minimising the damage caused to the environment. Implementation of this policy will help reduce e-waste, scientifically dispose, reuse and recycle e-waste in the state and help minimise air, water, soil and other environmental damage.
Draft bill of Mahatma Gandhi Institute of Governance and Social Sciences approved
The draft of the Mahatma Gandhi Institute of Governance and Social Sciences Bill 2023 was approved in the State Cabinet meeting. Now, the bill will be presented before the Assembly. This will pave way for the establishment of a university-level innovative institute in the field of higher learning related to governance and social sciences on public-private partnership mode at Jaipur district headquarters. The institute will provide degrees, diplomas, certificates to the students in the field of Governance and Social Sciences. Along with this, the institute will also prove useful in research, teaching, training and capacity building.
