DoP issues SOP to departments for document verification

The department of personnel (DoP) of Rajasthan has rolled out Standard Operating Procedure (SOP) for quick and accurate verification of documents after recruitment examinations.

Vaibhav Galriya, who is holding charge of principal DoP directed department heads to conduct verification of documents at their own level to expedite the recruitment process. He has suggested them to follow SOP which can be used as the guiding principles.

In a memo written to all collectors and department heads, Galriya stated that all the documents of selected candidates will have to be verified and assessed at the level of respective departments. This, according to DoP, will cut down on time taken for the final placement.

What is there in the SOP?

  • The recruitment agency will release adequate list of successful candidates against the number of vacancies. The agency will release merit list of candidates after tabulating the number obtained in the examination. After that, agency will have no role. The entire verification process will have to be done by the respective department.
  • After receiving the merit list, the department may conduct online or offline verification of documents as per its convenience. However, department will have to ask successful candidates to submit application form along with relevant documents online for the purpose of record keeping.
  • The department after verification of the documents will send the list of candidates back to the recruiting agency with a clear demarcation of eligible/non eligible/ doubtful documents/ absent. The final list of successful candidates will be released by the recruiting agency.
  • The department may seek help of recruiting agency to get the complete filled  up online forms from candidates.
  • The department must fix the essential educational qualification and professional experience needed for the post so that the staff appointed for verification process don't have any doubt.
  • The staff deputed for the process of document verification should be trained adequately.
  •  
  • During document verification, each document related to educational qualification/ certificate/caste certificate and certificate of disability should be duly verified. If there is any doubt on the authenticity of document, it should be properly verified with the issuing authority.
  • After receiving the merit list of successful candidates, the department must complete the verification process within 45 days. This includes the verification of candidates who were absent in the first counselling. In case the number of vacancies are more, the department may take 15 more days.
  • For institutions outside Rajasthan, the department must constitute a for in-depth verification of documents.
  • The verification status of verified documents should be given on one time registration on SSO Id.
  • The department must link the documents of successful candidates with DigiLocker.
  • The verification of documents by any committee will be authenticated by stamp of respective post name.
