CM told industries department to frame guidelines for effective monitoring of MoUs

Rajasthan chief minister Bhajan Lal Sharma told industries and commerce department to frame necessary guidelines for effective implementation and monitoring of MoUs signed up at the Global Investment Summit, held last month. 

The chief minister also directed industries department to submit progress report of implementation of MoUs on 11th and 26th day of every month.

Sharma, on Monday, reviewed the status of MoUs worth more than Rs 1,000 crore with senior bureaucrats including chief secretary Sudhansh Pant, (finance) Akhil Arora, additional chief secretary (chief minister) Shikhar Agarwal, principal secretary (industries and commerce) , principal secretary (chief minister) Alok Gupta, principal secretary (local self governance) Rajesh Yadav and principal secretary (mines) T. Ravikanth among others.

CM directed collectors and secretaries to monitor implementation 

Sharma instructed department secretaries and district to regularly monitor the implementation of MoUs. He told them to submit a detailed report on land requirements of MoUs more than worth Rs 1,000 crore in the next 10 days.

He directed district incharge secretaries and collectors to engage in regular communication with investors for speedy resolutions to their concerns. 

Sharma directed seniors officials to coordinate closely with each other where inter departmental permissions are required for the implementation of MoUs.

Investors to get progress report of MoU implementation 

Sharma said that investors will be facilitated with all permissions and requirements as per the guidelines. He instructed officials to resolve all the land allotment related issues of investors on priority. He told them to review the progress of implementation of MoUs on a regular basis and apprise investors also with the latest progress. 

Three-tier review mechanism

The government has set up a three-tier review mechanism for implementation of MoUs on ground.  The chief minister Bhajan Lal Sharma himself will take monthly review of 261 MoUs which are worth more than Rs 1,000 crore each. 

“These 261 MoUs total Rs 32 crore. A monthly review by chief minister will help realise many of these,” said a senior IAS officer working in chief minister office.

The chief secretary Sudhansh Pant will conduct bi-monthly review of 1,678 MoUs with investment commitments between  less than Rs 1,000crore but more than Rs 100 crores. The total value of these MoUs is Rs 3.5 lakh crore.

Similarly, MoUs worth less than Rs 100 crore will be reviewed on weekly basis by respective department heads. The number of such MoUs is 9,726 totalling Rs 90,000 crore.
