Two IPS officers of Haryana – IG Y Puran Kumar and SP Rajender Meena – who alleged additional chief secretary (home) TVSN Prasad of harassment and sought permission from chief secretary Sanjeev Kaushal for lodging FIR against ACS, have been granted proper cadre posting, ending the row.
Y Puran Kumar, 2001 batch officer, has recently alleged Prasad of harassing him when he was posted as IG (home guards). Kumar had represented quoting the gradation list of IPS officers and the IPS 2017, (Fixation of Cadre Strength) Amendment Regulation of Haryana, that it was not a cadre post in the state. He added that the home department has informed the Punjab and Haryana High Court in October this year that the post of IG (home guards) was never created by the state government.
Now Y Puran Kumar has been posted as IG (Telecommunication) which is a cadre post. He will also hold additional charge of Emergency Response Support System (ERSS).

Similarly, Rajender Meena, a 2011 batch IPS officer, who had also alleged Prasad of harassment, has got posting as Superintendent of Police, (SP/Commando), Newal (Karnal). So far, he was looking after the assignment of Superintendent of Police (SP/IT) at Haryana Police Headquarters in Panchkula which was allegedly neither a cadre post nor an ex-cadre post.
Meena was earlier debarred from central deputation after refusing to accept. At the same time ACS Prasad had allegedly relieved him with Meena in limbo.
“Home Minister Anil Vij intervened to end this row. People aware started terming this as a fight between IPS V/s IAS. Vij called a meeting with top officers, including additional chief secretary (home) T V S N Prasad and DGP Shatrujeet Kapur in the presence of Kumar and settled the matter,” said a senior IPS officer.
