Remember an IAS couple, who had emptied Thyagaraj stadium of athletes to walk their dog?
Rinku Dhugga and her husband Sanjeev Khirwar, both the officers from 1994-batch AGMUT, were transferred. Khirwar was transferred to Ladakh while Dhugga was asked to move to Arunachal Pradesh following the incident.
Now, Rinku Dhugga is said to have been given compulsory retirement by the government based on her working efficiency and track record.
According to official sources. She has been retired under Fundamental Rules (FR) 56(j), Rule 48 of Central Civil Services (CCS) Pension Rules, 1972. The government has the right to retire any government servant “if it is of the opinion that it is in the public interest to do so”.
Dhugga has little less than 6 years left in her service. She was currently the Principal Secretary of Indigenous Affairs in Arunachal Pradesh. But she will have to pack her bags forcibly.
A native of Haryana Rinku Dhugga had a love marriage with batch mate Khirwar, who belongs to Delhi. During her service, she has handled various departments including art and culture, Delhi Jal Board, HRD, social justice empowerment and minorities among others.
“She is an average officer. However her husband Sanjeev Khirwar is considered a good officer. He has handled many important departments and have delivered results,” said an IAS officer who has worked with them.

Last year, Rinku Dhugga and her husband Sanjeev Khirwar were accused of arbitrariness at Thyagaraj Stadium in Delhi. It was claimed that athletes and coaches etc. were removed from the stadium at 7 pm so that the IAS couple could walk their dog in the stadium. Athletes and coaches were also harassed at the behest of Khirwar and Dhugga. The couple used to walk the dog on the track built for athletes.
When this news came to light, Sanjeev Khirwar and his wife Rinku Dhugga were immediately transferred by the Central Government. Khirwar was sent to Ladakh while Rinku Dhugga was sent to Arunachal Pradesh.
The couple however denied the allegations saying that they used to go there only after the stadium was closed. The dog was not left on the track.
“The complaint of harassing players and coaches was completely baseless,” they had said.
