In a mid-night rejig Centre reshuffles secretaries, parliamentary affairs secretary changed ahead of special session

In a mid-night reshuffle, the central government rolled out fresh appointment of secretaries on posts fell vacant after retirement of incumbents, did lateral shits of few secretaries and elevated posts to accommodate the seniority.

Ahead of special parliamentary session, appointment of new in the parliamentary affairs ministry has raised curiosity in the circle.

Umang Narula, a 1989 batch UT cadre officer has been appointed as the secretary of parliamentary affairs replacing Gudey Srinivas, a 1990 batch cadre IAS, who has been moved to National Commission for Scheduled as its new secretary.

S Krishnan, a 1989 batch IAS from Tamil Nadu, presently in the cadre, has been appointed as secretary, ministry of electronics and Information Technology. He replaces Alkesh Kumar Sharma upon his superannuation.

For the appointment of secretary, civil aviation, the government has to modify its previous order regarding posting of Chanchal Kumar (IAS: 1992: BH) as secretary civil aviation. He was to replace Rajiv Bansal who superannuated on August 31, 2023. Kumar was serving as officer on special duty (OSD) in the ministry of Civil Aviation.

However, centre government changing its previous order posted Kumar as secretary, ministry of development of North Eastern Region replacing Lok Ranjan (IAS: 1989: TR), who has now been appointed as administrative member, central administrative tribunal.

Vumlunmang Vualnam (IAS: 1992: MN) has been appointed as secretary, ministry of civil aviation. Currently, he is additional secretary, department of economic affairs.

Katikithala Srinivas (IAS: 1989: GJ) has been appointed as secretary, ministry of minority affairs. Currently, he is , Lal Bahadur Shastri National Academy of Administration, Mussoorie. Sriram Taranikanti (IAS: 1992: TR) replaces Srinivas as director, Lal Bahadur Shastri National Academy of Administration in the rank and pay of Secretary to the Government of India. Currently, Sriram is additional secretary and financial advisor in ministry of home affairs.

Ashish Upadhyaya (IAS: 1989: MP) has been appointed as secretary, National Commission for Backward Classes. Currently, he is serving as special secretary and financial advisor, ministry of power.

Apart from that secretary for Mines Vivek Bhardwaj (IAS: 1990: WB) has been laterally moved to the ministry of panchayati raj as officer on special duty (OSD. Bhardwaj will take over as secretary upon retirement of incumbent Sunil Kumar (IAS: 1987: UP) on 31.10.2023. On the other hand V L Kantha Rao (IAS: 1992: MP) has been appointed as secretary, ministry of mines replacing Vivek Bhardwaj. Currently, he is additional secretary, department of telecommunications.

Arunish Chawla (IAS: 1992: BH), presently in the cadre, has been appointed as officer on special duty (OSD in the department of pharmaceuticals under the Ministry of Chemicals from 01.10.2023. Chawla will take over from S. Aparna (IAS: 1988: GJ) upon her superannuation on 31.10.2023.

Neeraj Mittal (IAS: 1992: TN), presently in the cadre, has been appointed as Secretary, department of telecommunications.

Shashi Ranjan Kumar (IAS: 1992: TR) has been appointed as secretary, UPSC in the rank

and pay of Union Secretary by temporarily upgrading the post replacing Vasudha Mishra (Retd IAS: 1987: TG) by curtailing her period of re-employment. Currently, Ranjan is additional secretary and financial advisor in the ministry of textiles.

Nidhi Khare (IAS: 1992: JH) has been elevated as special Secretary in the Department of Consumer Affairs as a measure personal to Officer. She will join as officer on special duty (OSD in department of land resources (DoLR) from 01.12.2023 and would take over as secretary, DoLR upon superannuation of Ajay Tirkey (IAS: 1987: MP) on 31.12.2023.
