Rajasthan secretariat staff is been clamouring for promotion to the cadre of Rajasthan Administrative Service (RAS) under special selection provisioned in RAS service rule 1954.
As per the rule, the government can consider recruitment of RAS officers by special selection. The posts should not be more than 5% of the total promotion quota in that particular year.
Dr. KK Swami, former president of Rajasthan Secretariat Service Officers Association (RSSOA) has demanded for implementation of this rule from this year and asked the current president Daljeet Singh to press for the demand of officers.
“Any graduate officer below 46 years of with 10 years of service can be eligible for the promotion under special selection. The 10 years of hai service should be in connection with affairs of state, out of which at least 3 years of service grade of an Assistant of the Secretariat or equivalent,” the rule says.
Under this rule, section officer and assistant section officers of secretariat service shall be eligible for promotion to RAS officers.
Currently, the state government recruits 67% of RAS officers through direct recruitment while 33% comes through promotion from Tehsildar Service.
“If this promotion channel comes in place, then 5% of the total vacancies which need to be filled through promotion will come from secretariat service,” said a secretariat service officer.
