Rajasthan has the highest number of vacancies among police officers across 18 big states having population more than 1 crore.
This was highlight in the prestigious India Justice Report (IJR) 2025, India's only ranking of states on delivery of justice in the country.
The vacancies have gone up from 45.6% in 2022 to almost 52%, stated in the 2025 report. However, the vacancies among constables are 8.4% showing a better picture in lower rung of police service.
The share of women in Rajasthan police is 10.9%, more than its neighboring states of Haryana, Madhya Pradesh and Uttar Pradesh.
The report says the number of women IPS officers in the country is 960– less than even 1000. Rajasthan has 20 women IPS officers reigning their places among a total 206 IPS officers.
The report says that 37% of the state's prisons do not have video conferencing facilities – worst among all large states and the state stands last in providing legal aid to prisoners.
The state however showing some encouraging trends in judiciary. Case clearance rate in the district courts crossed 100% for the first time since 2016-17. At the same time, improved vacancy among judges at the High Court has led to improvement in rank from the 17th to the 6th spot.
The India Justice Report (IJR) was first initiated by Tata Trusts, with the first ever ranking published in 2019. This is the fourth edition of the report, in collaboration with partners including the Centre for Social Justice, Common Cause, Commonwealth Human Rights Initiative, DAKSH, TISS–Prayas, Vidhi Centre for Legal Policy, and How India Lives, IJR's data partner.
