Officials now don’t need separate permission for foreign trips

No more cumbersome process for getting permission for foreign trips for officers in Rajasthan government. They don’t need any separate permission to fly abroad on a personal trip.

Rajasthan government has simplified the leave sanction for foreign trips for officials. They no more need to seek permission from department of personnel or from chief minister or chief secretary.

The authority competent to sanction privilege leave shall be competent to sanction leave along with permission for private foreign visits.

“No separate permission for foreign travel would be required. Leaves for this purpose, may be sanctioned as per provisions of the Rajasthan Service Rules 1951 (as amended) or Rules prescribed for concerned employee,” said a circular issued from finance department.

These rules are applicable to staff and offices of All Services, state services, subordinate services and officers on deputation. Those working in societies, corporation and boards will also have to follow the same procedure.

Officials holding sensitive assignment to need sanction from CS and CM

Officers holding sensitive assignments from the perspective of public dealing, disaster and and order such as district collector, SP, Commissioner and secretary-in-charge level officers in secretariat will need to take prior sanction from chief secretary and chief minister before going for foreign trip.

Officials to give undertaking before going for foreign trip

Along with leave application, the applicant will have to give an undertaking that the officer will not will not join any service or business during this stay abroad and confidentiality of Government record or information will be maintained. They will have to inform their leave sanctioning authority about their departure and arrival.

The officer will also have to pledge that the expenditure will be completely borne by the officer and state government will have no liability as such for the visit abroad. 

The undertaking should also have a mention that the officer will seek prior permission of the Cadre Controlling authority before accepting any foreign hospitality or sponsorship.

The undertaking should also have a mention that there is no court order/any quasi-judicial order restraining the applicant from leaving the country.
