IAS Shubhra Singh suspends organ transplant license of EHCC

ACS medical and health Shubhra Singh has initiated suspension of organ transplant license of EHCC and will submit enquiry report in 15 days

, additional chief secretary, medical and health, on Monday, said that the has organ transplant license of EHCC hospital under Transplantation of Human Organs Act 1994. 

The government has taken stern and swift action after the Anti Corruption Bureau ( ACB ) arrested Gaurav Singh, assistant administrative officer of SMS hospital and Anil Joshi, organ transplantation coordinator of EHCC hospital in a racket of organ transplant in which it was found that Gaurav Singh took money from Anil Singh against issuing fake NoC for organ transplant. Apart from EHCC, more than a dozen private hospital has come under the net of ACB, which has also caught Vinod Singh, organ transplantation coordinator of another leading private hospital – Fortis hospital.

Shubhra Singh said that the government has suspended Gaurav Singh immediately. The government has set up a high level committee under ACS Shubhra Singh to investigate into the matter.

“The committee will submit its report in 15 days. We are extremely concerned and serious about this issue. We will not spare anyone involved in this racket,” Shubhra Singh said. 

She said that the government is serious about promoting and encouraging human organ transplantation and has been doing initiatives. It is worth mentioning that Shubhra Singh has donated her kidney to her husband Sameer Singh Chandel, who is also a former IAS.

“The department doesn't want any irregularity in this matter. It has taken suo moto cognisance of this issue and asked ACB to investigate,” Shubhra Singh said. 

What is the issue of fake NoC and how Shubhra Singh handles

(ACB) has busted a fake NoC racket of organ transplant involving staff of a private hospital – EHCC and Rajasthan's largest government hospital – SMS hospital. 

The ACB has arrested assistant administrative officer of SMS hospital – Gaurav Singh and organ transplant coordinator of EHCC – Anil Joshi exchanging money. The ACB has recovered ₹70,000 and three fake NoC letters from them. The bureau is conducting searches on residences and other locations of these two culprits. ACB has recovered 100 unsigned NoCs but with name of hospitals mentioned from Gaurav Singh's residence.

For any organ transplantation to happen in private hospital, an NoC of a government committee in SMS hospital is needed. The committee comprises of principal of SMS hospital – Dr. Rajiv Bagarhatta, incharge of trauma centre – Dr. Anurag Dhakad, cardiac surgeon Dr. Ram Gopal Yadav, superintendent of SMS Dr. Achal Sharma, a specialist doctor each of nephrology and gastrology. Besides that, two social workers from the field of organ donation are also member of the committee.
Gaurav Singh was the person who would prepare cases of organ transplant and put up before the committee. It was found that Gaurav Singh was giving fake NoCs without approval of the committee against bribe.

More hospitals under ACB net

After the startling revelation of this racket more hospitals have come under the radar of ACB. According to sources in ACB, the bureau is investigation at least a dozen hospitals including Fortis. The organ transplantation coordinator of Fortis Vinod Singh has also been arrested.
