Pankaj Kumar Choudhary, superintendent of police, community policing has written a letter to chief secretary Sudhansh Pant requesting him to institute a proper enquiry against officials of Jaipur Development Authority (JDA) involved in selling plot through commitment in an undeveloped scheme to a senior Indian Forest Service (IFS) officer Rajiv Chaturvedi.
Pankaj Kumar Choudhary, in the letter, has written that such incidences of cheating a senior IFS officer by government authority gives a poor reflection on public.
He wrote that those culprit in JDA should be penalised for unnecessarily harassing a senior officer.
Choudhary, a 2009 batch IPS officer has been vocal against such injustices being meted to general public. Over the years, he rolled out several initiatives to have a direct connect with public. He has also sensitised police officers posted in field and thana to have empathy towards complainants. In past few days, he made many random surprise checks in police stations to evaluate the working behaviour of police towards public.
What is the case in which Pankaj Choudhary steps in?
This case, in which Pankaj Kumar Choudhary is advocating for a strict action against culprits in JDA, pertains to a residential scheme – Anand Vihar – launched by JDA on Ajmer road.
In 2014, Rajiv Chaturvedi had bought a 360 sq metres plot from JDA shelling out ₹ 46.40 lakh accumulated from his savings and parent's contribution. When Chaturvedi approached JDA for possession, he saw unlevelled ground and deep pits on the ground. There was even no demarcation on the ground. After even pursuing hard when JDA didn't turn to the cause, Chaturvedi moved state consumer dispute redressal commission, which in 2018 ordered JDA to refund the entire amount with interest along with penalty of ₹2.5 lakh within two months.
The JDA then moved national consumer dispute redressal commission (NCDRC) against the ruling, which rejected JDA ‘s application after its counsels failed to appear.
The JDA then approached Supreme Court to get a stay on the NCDRC's rejection. Sensing that it will not get relief from Supreme Court, JDA withdrew its application and pleaded that it will file petition in the High Court.

Chaturvedi challenge the single bench order in division bench of the High Court, which set aside order of single bench saying that High Court has no jurisdiction to entertain a petition against the NCDRC order.
