IAS Vikas Sheel appointed ED of ADB, six more foreign postings finalised

IAS Vikas Sheel has been appointed as Executive Director of Asian Development Bank. He is a 1994 batch officer of Chhattisgarh cadre

IAS Vikas Sheel, a 1994 batch officer of cadre has been appointed as Executive Director, Asian Development Bank in Manila. 

A native of Uttar Pradesh and alumnus of BITS Pilani in Rajasthan, Sheel is currently on central deputation serving as additional secretary and director, Jal Jeevan Mission under the Ministry of Jal Shakti.

Sheel, who is due to retire in June 2029, has been appointed as ED, Asian Development Bank (ADB) for a period of three years from the date of assumption of the charge. 

IAS Vikas Sheel has been on central deputation from March 2018 and has served at various positions in health and family welfare and jal shakti ministries.

Apart for that the appointments committee of the cabinet cleared of six more officers to foreign and captive posts of the Government of India. 

Smita Sarangi, a 2008 batch IAS officer of Nagaland cadre has been appointed to the post of Adviser to the Executive Director, ADB, Manila, Philippines for a period of three years from the date of assumption of charge, the order said.

A native of Jharkhand and alumni of Jawahar Lal Nehru University, Sarangi is serving as director in cabinet secretariat. She will replace H Atheli, who is 2000 batch Indian Civil Accounts Service (ICAS) officer.

Senthil Pandian C, a 2002 batch IAS officer of Uttar Pradesh cadre has been appointed as Permanent Representative of India to the World Trade Organization (WTO), Geneva. Pandian replaces Brajendra Navnit, who is a 1999 batch IAS of Tamil Nadu cadre, completing his three years tenure on 31.03.2024. The Joint Secretary level post in the Permanent Mission of India (Geneva) functions under the Department of Commerce.

Similarly, Dr M Balaji, an IAS officer of 2005 batch, Tamil Nadu cadre has been appointed to the post of Deputy Chief of Mission, Embassy of India, Brussels for a period of three years. Balaji replaces Debasish Prusty, who is a 2000 batch IAS officer from Rajasthan cadre. Prusty will be completing his tenure on 31.03.2024. The Joint Secretary level post functions under Department of Commerce. 

Among other officers, Parveen Kumar a 2004 batch Indian Revenue Service, officer has been  appointed as Adviser to the Executive Director International Monetary Fund (IMF), Washington DC, USA for a period of three years. 

Kumar replaces Simanchala Dash, who is a 1988 batch Indian Revenue Services officer. The Joint Secretary level Captive Post functions under the Department of Economic Affairs.

Kalyan Revella, a 2010 batch Indian Revenue Services officer has been  appointed as Counsellor (Economic), Embassy of India in Beijing for a period of three years replacing Lekhan Thakkar, who is a Central Secretariat  Services officer

Currently, Revella is working as Deputy Secretary, Office of Controller General of Patents, Designs and Trademarks (CGPDTM), under DPIIT, Mumbai. The Foreign captive post of Govt of India, in Beijing, functions under the Department of Economic Affairs. 

Tanu Singh, an 2012 batch Indian Trade Service officer has been appointed to the post of First Secretary, Permanent Mission of India (PMI), World Trade Organization (Geneva) for a period of three years. The foreign post of Government of India comes under the Department of Commerce. 

Tanu Singh, currently Deputy Secretary in the Department of Justice. She replaces Anwar Hussain Shaik, who is a 1999 batch Indian Railway Traffic Service officer. He is completing his tenure on 31.03.2024.
